Do października 2010 r. w IDEA używano terminu „upośledzenie umysłowe”.” W październiku 2010 r. ustawa Rosa’s Law została podpisana przez prezydenta Obamę. Ustawa Rosy zmieniła termin, który będzie używany w przyszłości, na „niepełnosprawność intelektualna”. Definicja samego terminu nie uległa zmianie, jedynie użycie „niepełnosprawności intelektualnej” zamiast „upośledzenia umysłowego”.
